Lynn Haggard received a B.A. degree from the University of Texas at Austin in 1973, and a Masters degree in Library Science in 1974. Before beginning her career at Fort Hays, Lynn worked for the Metropolitan Library System in Oklahoma City, and McMurry University in Abilene, Texas.

At every institution she worked at, she held to her belief that a Librarian must involve themselves with the community as a whole.
