govinfo provides free public access to official publications from all three branches of the Federal Government. Its predecessor, FDsys, will be retired at the end of 2018 but any information available in FDsys is now available through govinfo.

The HathiTrust Digital Library has scanned Federal Government Documents from a number of depository libraries. Notably, The 1873-1993 Congressional Record is accessible through HathiTrust.
